Allstate released its Fifth Annual ''Allstate America's Best Drivers Report(TM)" which ranks which cities in the country have the safest drivers. The safest is Sioux Falls, South Dakota.  The least safe is Washington, DC. Winston-Salem ranked a remarkable 25th. Well, not that remarkable when you think about it.  The people here drive at an average speed of 30 mph.
