I think people are confusing this story. There is NO report from anyone close to the event of shots being fired. There is however a confirmed report of a man with a gun.
“Active police event” at @USATODAY HQ in Tysons Corner, #Virginia, @FairfaxCountyPD confirms to me but has no further details.— Steve Herman (@W7VOA) August 7, 2019

Police confirming that there’s a report of a person with a gun is not police saying that there IS a person with a gun.— Tom Winter (@Tom_Winter) August 7, 2019
And for the sake of all at USA Today let’s hope it is just a false report.
.@USATODAY says reports of a person with a weapon at their suburban Washington HQ was a mistake. There was no such person. Everyone is safe— John Roberts (@johnrobertsFox) August 7, 2019
Panic in Times Square over a backfiring motorcycle. USA Today evacuating its headquarters today. Terrified parents dreading the start of school this month because we know it will bring more shootings.— Anthony Breznican (@Breznican) August 7, 2019
